Parking Permit Registration

All Garfield Residential Parking Permit applications are submitted online at garfieldpermits.rmcpay.com and can be submitted 24 hours a day, 7 days a week. A user account must be set up prior to submitting an application. The cost for a Residential Permit is $10.00 per vehicle for a two-year permit and is valid for the vehicle and license plate registered in the permit.

Overnight parking regulations are in effect 7 days a week unless suspended by the Police Department. Any vehicle that parks on the streets of Garfield between the hours of 3AM and 6AM is required to have a Parking Permit. Certain areas are also subject to daytime parking restrictions.

Moving to Garfield?: When you are planning to move to the City of Garfield, it is advisable to begin the process of making updates to your documentation prior to your relocation date. With proper planning, you can have your parking permit activated before you move in as most updates can be done online or by phone. See the FAQs for some helpful information.

All residents are required to have a Dwelling Certificate on file with the Garfield Bureau of Fire Prevention. You will need to provide your address, apartment/floor number, the names of all occupants (adults and children with ages, not just drivers), along with a copy of your entire signed lease or contract. Homeowners also require a dwelling certificate.

A Lead-Safe/Lead-Free Certificate is required by the State of New Jersey. This applied to homes constructed prior to 1978 and is required for all rental units or non-owner-occupied units. Information regarding this law can be found at https://www.nj.gov/dca/codes/resources/leadpaint.shtml.

IMPORTANT NOTES

  1. All emails from the Passport program come from donotreply@rmcpay.com. It is recommended that you save the email to your contacts to ensure delivery of your notices. If you don’t see the notice in your Inbox, make sure to check your Spam/Junk folder.
     
  2. Company/commercial vehicles that are not registered at the applicant’s address in City of Garfield do not qualify for a residential parking permit.
     
  3. Vehicles with temporary license plates do not require a parking permit providing the temp tags are not expired; however, you must apply as soon as the regular plates with the registration and insurance card are received. If your application has not been processed, approved and activated, an Overnight Permit is required to avoid a summons.
     
  4. Any vehicle that does not have a residential parking permit must purchase an overnight permit at ppprk.com, zone 86200. Submitting an application does not mean that you have a parking permit. All permits must be processed and approved before a payment can be processed to activate a permit.
     
  5. There are no extended temporary permits EXCEPT in the following cases:

    a) A Dwelling Inspection and/or Lead-Based Paint Inspection is required. If the resident has all required documentation in order, and the application for an inspection, a PROVISIONAL permit may be issued for a maximum of 60-days from the date on the inspection application. Within that 60-day timeframe, the inspection(s) must be completed and paid. When the actual certificates are issued, the permit will be reset to the remainder its full, two-year term.

    b) The resident has relocated to Garfield from another state. The resident must schedule an appointment with the Motor Vehicle (njmvc.gov) to update their license and registration to the Garfield address. When applying for a permit, the proof of appointment notice must be uploaded along with the valid U.S. License, Registration, Garfield vehicle insurance, proof of residence, and a dwelling certificate or an application for an inspection. Lead-Based paint requirements also apply. A PROVISIONAL approval of the permit may be granted until the time of the MVC appointment. A two-year permit will not be issued until all documentation has been updated.
     
  6. If you change your email address, contact the office so your delivery email on your permit can be updated. The registered email address cannot be changed.
     

There are no stickers to place on your vehicle. The enforcement vehicles are equipped with computers and cameras that can read all information pertinent to your vehicle and parking permit.

PERMIT TYPES

  • Residential Parking Permit: This permit type is for the majority of residents of the City (those who do not resident in one of the area specific zones listed below).
     
  • Residential/Commuter Parking Permit: These permits are only for those who reside near the Plauderville Train Station (listed below). designated Permit Only Parking (Monday-Friday, 7AM to 7PM). The purchase of this permit will cover the resident’s vehicle(s) for daytime and overnight parking regulations.

Daytime visitor hangtags (limit of two) for the Commuter Area and the Business District can be obtained from the Parking Registration Office at Garfield City Hall, 111 Outwater Lane. A valid license, current proof of residence and a dwelling certificate must be provided. These hangtags are only available to residents of those zones. Replacement hangtags will not be issued.

  • Overnight Permit: TOvernight Permits cost $5.00 and are purchased at ppprk.com (or you can download the Passport App from Google Play or the App Store). Permits must be purchased prior to 3AM for the desired date. The purchase of a permit after a ticket is issued will not void a summons.

    Some of the reasons to purchase an overnight permit are:
    ◦ An overnight guest
    ◦ A rental vehicle
    ◦ Any vehicle that does not have an active permit, such as a pending application

Make sure the license plate number and issuing state are entered correctly. Any error may result in the issuance of a summons. DO NOT enter spaces, dashes, symbols or your state letters in your license plate. Use only letters and numbers as they appear on your license plate.

Overnight permits are limited to 25 purchases in a calendar year. After the 25th purchase, the system will automatically lock your plate and you will be unable to continue to purchase permits.

PARKING PERMIT REQUIREMENTS

Residential parking permits are issued per vehicle with a maximum of five vehicles permitted per dwelling unit. The unit may include one commercial/company registered vehicle providing it is registered & insured at the resident’s Garfield address. Trucks/Vans must comply with size limitations. The following documents are required for all applications:

  1. A valid New Jersey driver's license reflecting the vehicle owner's current Garfield address, or a valid New Jersey license AND the online MVC proof of address change confirmation. The online change affects both license and registration;
     
  2. A valid New Jersey vehicle registration reflecting the vehicle owner's current Garfield address, or the valid New Jersey registration AND the online MVC proof of address change confirmation;
     
  3. A valid car insurance card showing the vehicle’s owner’s current Garfield address;
     
  4. An accepted Proof of Residence reflecting the vehicle owner's residence, such as a phone bill, bank statement, credit card bill or something similar. A Post Office Box address, a Post Office change of address document, a “Service At” address, or documents that pertain to home ownership, such as Tax, Water. Sewer bills, Mortgage Statements or Homeowner Insurance bills are not deemed valid proof of residence. Click here for a list of accepted documents. The Proof of Residence must be dated within 60 days of the date of application and must show the resident vehicle owner’s name, address, and current date.
     
  5. A Dwelling Certificate from the Bureau of Fire Prevention in accordance with City Ordinance #2213. A lease, the building’s Certificate of Inspection, an affidavit or letter, or the inspector’s worksheet IS NOT your dwelling certificate. If you do not have one or need to obtain a copy, please contact the Bureau of Fire Prevention by email at dschult@garfieldnj.org or 12/. You will have to provide your address, apartment/floor number, the names of all occupants of the home or apartment (all adults and children with ages, if applicable-not just drivers) and a copy of your entire signed lease. This document is required when applying for a parking permit. Failure to provide the dwelling certificate may result in the denial of an application.
     
  6. A Lead Safe or Lead Free Certificate must be on file with the Bureau of Fire Prevention as per the State of New Jersey, Department of Community Affairs (DCA). This applies to structures built prior to 1978, unless the building has been deemed exempt by the DCA. It is the responsibility of the homeowner to ensure this document is on file. The homeowner can reach out to Fire Prevention at 973-340-2000 x4045 or x 4059 for further information.

Residents shall not be eligible for residential parking permits unless the unit is in compliance with the lead-based paint regulations as required by City Ordinance and N.J.S.A. 52:27D-437.1 et seq.

WHAT IS A DWELLING CERTIFICATE?

A Dwelling Certificate is issued by the Bureau of Fire Prevention and it lists the names of all occupants of a household unit (all adults and children with ages, if applicable-not just drivers). It is required for all residents, whether renter or homeowner, and is necessary for Residential Parking Permits, Fire Prevention records, and for the registration of a child or children with the Garfield Board of Education, if applicable.

Make sure to include your address and apartment/floor number, the names of all people who will reside in the apartment (all adults and children with ages, if applicable-not just drivers), along with a copy of your entire signed lease or contract that shows the address and the names of all occupants. Homeowners who wish to obtain parking must also have a dwelling certificate on file.

WHAT IS A LEAD-BASED PAINT CERTIFICATE? HOW DO I KNOW IF I NEED ONE?

On July 22, 2021, Governor Phil Murphy signed P.L. 2021, c.182, which requires periodic lead-based paint inspections for certain dwellings constructed prior to 1978 for the purpose of identifying potential lead-based paint hazards. MULTI-UNIT PROPERTIES NOT ELIGIBLE FOR RESIDENTIAL PARKING PERMITS

As per City Ordinance #2826, residents of multi-unit properties with five or more units built after January 1, 2020, are not eligible for residential parking permits as there is parking facilities on-site. Additional addresses may be added in the future. Currently, the following addresses are not eligible for parking permits:

PARKING PERMITS FOR RESIDENTS OF THE GARFIELD HOUSING AUTHORITY

Residents of the Garfield Housing Authority (GHA) may apply for a Garfield Residential Parking Permit provided that the Authority has not provided the resident with an assigned parking spot and a GHA sticker. A letter of authorization from the Housing Authority must be submitted along with all other required documentation when applying for a parking permit. This additional document can be added to any one of the fields in the application. Many residents add it to the Proof of Residence field or the Dwelling Certificate field, in addition to the required document (two documents in one of the fields).

SNOW EMERGENCY PARKING REGULATIONS: NO PARKING ON SNOW COVERED STREETS

Whenever snow has fallen and there is sufficient accumulation to cover the road, or whenever a Snow Emergency has been declared by the City Manager, no vehicle is permitted on the following streets or any portion of the listed streets. This will remain in effect for a period of at least 12 hours after the snowstorm has ended, and may be extended by the City Manager if snow has not been completely cleared.

Signs for Snow Removal will be posted on all applicable City streets prior to the impending storm. Failure to move your vehicle will result in a summons and possible removal of the vehicle. The following streets are subject to the Snow Emergency Rules:

NO PARKING AREAS

DO NOT PARK within 25 feet of any intersection, within 10 feet of a Fire Hydrant (5 feet on each side of the hydrant) or in any area marked by yellow lines. DO NOT BLOCK crosswalks.

THERE IS NO OVERNIGHT PARKING IN THE RIVERFRONT PARK LOTS OR ANY CITY PARKING AREA (such as Firehouse lots, City buildings or parks).

Certain areas are subject to timed parking limits. These areas include, but may not be limited to:

  • Harrison Avenue between Frederick Street & Charles Street (1-hour limit) except for residents with the proper parking permit.
  • Harrison Avenue between Lincoln Place and MacArthur Avenue (2-hour limit)
  • Riverfront Park lots have a 2-hour limit during daytime hours. No overnight parking permitted.

Check the areas for signage.

Be considerate of your neighbors when parking your vehicle. Please don’t take up more than one parking space. Also, be mindful of driveways.
