Official Garfield Residential Parking Permit Information
I. Statutory Parking Prohibitions on Public Property and City Streets
This section outlines the City Code rules regarding parking prohibitions, to which the permit system provides exceptions.
A. General Overnight Prohibition
No person and/or business entity shall park a vehicle between the hours of 3:00 AM and 6:00 AM on public or municipally owned property and City streets. Violations of this section shall be considered a motor vehicle parking violation and shall be subject to penalties set forth in 226-42 of the City Code.
B. Oversized Vehicle Size Prohibition
No vehicle (including, but not limited to, van, truck, or recreational vehicle) that exceeds 22 feet in length and eight feet in width shall be permitted to park on any street in the City of Garfield between the hours of 10:00 PM and 6:00 AM.
(1) The temporary standing of the aforementioned prohibited vehicle shall be permitted for the loading and unloading of passengers or property, not to exceed 15 minutes.
C. Oversized Vehicle Weight Prohibition
Vehicles over the registered gross weight designated in 226-41 of the City Code are hereby excluded from the streets or parts of streets described therein, except for the pickup and delivery of materials on such streets.
D. Oversized Vehicle Weight Prohibition (General)
No person shall park an oversized vehicle (including, but not limited to, truck, tractor, trailer, semi-trailer, or omnibus) having a vehicle registered gross weight or combination of vehicles having registered gross weights in excess of 5,000 pounds upon any street between the hours specified as described in 226-41A.
II. Residential Permit Application & General Details
All Garfield Residential Parking Permit applications must be submitted online at garfieldpermits.rmcpay.com. The online application system is available 24 hours a day, 7 days a week. A user account must be created before an application can be submitted.
- Permit Cost: $10.00 per vehicle for a two-year permit.
- Permit Validity: The permit is valid only for the vehicle and license plate registered in the application.
- No Stickers: Enforcement vehicles use cameras and computers to verify permit status; no physical stickers are required.
- Email Notifications: All official emails come from donotreply@rmcpay.com. Please save this address to your contacts and check your Spam/Junk folder if you do not receivenotices.
- Contact Update: If you change your email address, contact the office immediately to update the delivery email on your permit.
III. Overnight Parking Regulations
Overnight parking regulations are in effect 7 days a week unless suspended by the Police Department.
- Any vehicle parked on the streets of Garfield between 3:00 AM and 6:00 AM is required to have a Parking Permit (as an exception to the rule in Section I.A).

Overnight Visitor Pass (Temporary Parking)
The Overnight Visitor Pass costs $5.00 and is purchased at ppprk.com or via the Passport App (Zone 86200).
- Limit: Limited to 25 purchases in a calendar year.
- Purchase Time: Passes must be purchased prior to 3:00 AM for the desired date.
Purchasing a pass after a ticket is issued will not void the summons. - Use Cases: Overnight guest, a rental vehicle, or any vehicle without an active residential permit (e.g., pending application).
- Important: Use only the letters and numbers as they appear on your license plate. Do not enter spaces, dashes, or state letters.
Handicap Parking Exemption Status
Vehicles displaying designated handicap parking plates or placards are not exempt from the overnight parking permit requirement (3:00 AM to 6:00 AM). This rule includes vehicles registered to city residents who have been granted an assigned handicap parking space permit.
IV. Required Documentation for All Applicants
A. Dwelling Certificate
All residents (renters and homeowners) must have a Dwelling Certificate on file with the Garfield Bureau of Fire Prevention (required by City Ordinance #2213).

- Information Required: Your address, apartment/floor number, the names of all occupants (adults and children with ages, not just drivers), along with a copy of your entire signed lease or contract (for renters).
- Note: A lease, inspection certificate, affidavit, or inspector's worksheet is not a Dwelling Certificate.
Lead-Safe/Lead-Free Certificate
This certificate is mandatory for all rental units or non-owner-occupied units in homes constructed prior to 1978 (State Law P.L. 2021, c.182).
- Homeowner Responsibility: It is the homeowner's responsibility to ensure this document is on file.

- Compliance: Residents are ineligible for parking permits if the unit is not in compliance with these regulations.
V. Vehicle and Identity Requirements
Residential parking permits are issued per vehicle, with a maximum of five vehicles per dwelling unit.

| Temporary Tags | Vehicles with valid temporary plates do not require a permit, but you must apply immediately upon receiving regular plates. An Overnight Visitor Pass is required while your application is pending. |
VI. Provisional Permits and New Residents
Extended temporary permits are not generally issued, except in the following cases:
A. Inspection Pending (Maximum 60 Days)
If all other documents are submitted, a PROVISIONAL permit may be issued for a maximum of 60 days from the inspection application date. The required inspection(s) must be completed and paid for within this period.
B. New Resident from Another State
The resident must schedule an appointment with the Motor Vehicle Commission (MVC) to update their license and registration to the Garfield address. Proof of the MVC appointment, along with all other required documents, must be uploaded. A PROVISIONAL approval may be granted until the MVC appointment.
VII. Permit Types
A. Residential Parking Permit
For the majority of City residents who do not reside in the area-specific zones listed below.
B. Residential/Commuter Parking Permit
Only for residents who live near the Plauderville Train Station in designated Permit Only Parking zones (Monday-Friday, 7:00 AM to 7:00 PM). This permit covers both daytime and overnight parking regulations.

Visitor Hangtags: Residents of the Commuter Area and Business District zones may obtain a limit of two daytime visitor hangtags from the Parking Registration Office at City Hall (111 Outwater Lane).
VIII. Multi-Unit Property Exclusions (Ordinance #2826)
Residents of multi-unit properties with five or more units built after January 1, 2020, are not eligible for residential parking permits due to on-site parking facilities.

- 111 Monroe Street
- 99 Passaic Street (Meridia 99)
- 91-93 Prospect Street
- 200-202 Schley Street (Meridia Transit Crossing)
- Signature Place (Aster, Autumn, Clover, Dahlia, Holly, Iris, Jasmine, Wisteria)
- 848 River Drive (Meridia 848)
IX. Oversized Truck Parking Restrictions
The parking of oversized trucks is restricted city-wide (as established in Section I.B, C, and D).

X. Snow Emergency Parking Regulations
NO PARKING ON SNOW COVERED STREETS
When snow has accumulated or a Snow Emergency is declared, parking is prohibited on the following streets. This ban is for a minimum of 12 hours after the storm ends, or until the street is cleared.

XI. General Parking Restrictions
- Prohibited: Do not park within 25 feet of any intersection, within 10 feet of a Fire Hydrant (5 feet on each side), or in any area marked by yellow lines. Do not block crosswalks.
- Overnight: THERE IS NO OVERNIGHT PARKING in the Riverfront Park lots or any City Parking Area (Firehouse lots, City buildings, or parks).
Timed Limits
Check signage for timed parking limits, which include but not limited to:
- Harrison Avenue between Frederick Street & Charles Street (1-hour limit), except for residents with the proper parking permit.
- Midland Avenue (east side of street) between Charles Street & Frederick Street (2-hour limit between 9:00 AM and 4:00 PM, Monday-Saturday).
- Palisade Avenue (both sides of street) between Midland Avenue and Passaic Street (2-hour limit between 9:00 AM and 4:00 PM, Monday-Saturday), except for residents with the proper parking permit.
- Riverfront Park lots (2-hour limit during daytime hours). No overnight parking permitted.
