Finance Department

All employees of the Finance Department work together under Anders Hasseler's supervision to manage the finances and budget for the City of Garfield. The Finance Department follows N.J.A.C. 40A:2 which sets procedures regarding the debt, N.J.A.C. 40A:4 which controls the budget, N.J.A.C. 40A:5 which controls fiscal affairs, and N.J.A.C. 40A:11 which controls public contracts. Mr. Hasseler is supported by Francie Joseph, Katherine Polanco, and on a part-time basis Melissa Librizzi.

Anders Hasseler
Anders Hasseler assists the City Manager in the preparation and presentation of the Municipal Budget. His staff consists of Accounts Payable and Payroll. Various accounting functions inclusive of Accounting, Capital, Debt Management, Escrow, Fixed Assets, Grants, Revenue, Trusts, and Utility are all prepared and administered through the Finance Department. Presentations of fiscal matters are the responsibility of the Chief Financial Officer.

Francie Joseph
Francie Joseph specializes in Accounts Payable, making sure all bills are processed through the Mayor and Council bi-monthly meetings, according to the regulations set forth by the State of New Jersey. Ms. Joseph is also responsible for administering all functions of Grant and Capital Accounting, inclusive of various reporting requirements set forth by State and Federal Agencies.

Katherine Polanco
Katherine Polanco specializes in administering all aspects of payroll for the City of Garfield. Inclusive in payroll are administration of health benefits, pension reporting, and salary and wage reporting to various State and Federal Agencies.
