Chief Financial Officer: Roy Riggitano is responsible for the preparation and presentation of the municipal budget. The staff consists of Accounts Payable, Payroll, Accounting, and Water Utility. Various accounting functions inclusive of Debt Management, General Capital, Water Capital, Water Utility Operating Budgets, are all prepared and administered through the Finance Department. Presentations of all fiscal matters are the responsibilities of the Chief Financial Officer.
Accounts Payable: Lisa Sokulski are responsible for all purchasing for the City of Garfield. The purchasing/accounts payable utilizes a centralized purchasing system. All purchases are governed under N.J.A.C. 40A:11.
Payroll: Shannon Tarzia is responsible for administering the payroll functions for the City of Garfield. Inclusive in payroll are administration of health benefits, pension reporting, salary and wages reportable to various State and Federal Agencies.
Grant Escrow Accounting: Kelly Lombardi is responsible for administering many functions of grant accounting as well as escrow accounting for the City of Garfield. Inclusive are various reporting requirements set forth by State and Federal Agencies.
Water Utility: Ann Gasko is responsible for the billing and accountability of the City of Garfield’s Water Utility Fund. Inclusive of water billing are reports, enforcement of the laws and ordinances that regulate the water rates of the City of Garfield.
