Tax Collection
Property taxes are due February 1, May 1, August 1 and November 1. Failure to receive a tax bill does not exempt you from paying taxes or interest due on delinquent taxes. The City does permit a 10 day grace period. The State of New Jersey does not permit the use of a postmark to verify payment. Payment must be received by the tenth day or the State requires payment of the mandated late charge. A charge of 8% interest per annum on the first $1,500.00 of delinquency and 18% per annum on any amount in excess of $1,500.00.

Rose Marie Cokinos, Tax Collector advises that the New Annual Post Tax Year Statement is being mailed to senior citizens, surviving spouses and the totally disabled who are receiving a property tax deduction. The questionnaire serves to support the taxpayers' claim for the deduction based on their 2011 income. The form also determines their eligibility for the deduction for the year 2012. To qualify, a taxpayer (65 years or older) must, as of Oct. 1 of the pre-tax year, be legal owner of the property; reside in New Jersey for one year preceding Oct. 1; and have joint incomes not to exceed $10,000 annually, exclusive of Social Security benefits. Forms must be completed including Social Security number and returned to the Collector by March 1. Failure to return this form will disqualify you from receiving the deduction.
How & When To Pay Your Property Taxes
Tax payments are due February 1, May 1, August 1, and November 1 of each year. There is a 10-calendar day grace period each quarter, however it is important to note that interest accrues from the original due date for any payments received after the 10-calendar day grace period.
Interest is at the rate of 8% per annum on the first $1500.00 and 18% on the amount in excess of $1500.00.
When making your payments, if you wish to receive a receipt, the tax bill in it’s entirety must accompany the payment.
Detaching the stub and submitting it with your check is acceptable, however, the only receipt of payment/proof of payment will be your returned check.
If you are mailing in your payment and you wish to receive a receipt, a self addressed stamped envelope should be included with your entire tax bill.
Your receipt will appear on the reverse side of your bill.
NOTE: IF YOUR ADDRESS DIFFERS FROM THAT INDICATED ON THE BILL, then you need to submit an envelope with the correct address.
Submit only the amount due. Do not round up or estimate. Please call our office if you do not have the current quarter amount due.
If taxes are delinquent please call for interest before making payment.

AUTOMATIC DEBIT PAYMENTS FOR TAX BILLS
The City has developed a system to accept Automatic (ACH) Debit Payments for taxes from Garfield residents. This program will allow residents to enroll with the Tax Collector and permit Automatic Debit transactions from a bill payer’s designated checking or savings account whenever a tax payment is due. Enrollment may be for tax payments only.
For tax payments, 15 days prior to due date a notice would be sent to you notifying you that your account will be debited at the time your tax payment is due.
If you are interested in participating in the ACH program, please call the Tax office and an application will be mailed to you.
Please include a voided check with your application, and return to the Tax Office.
News For New Homeowners
Tax Bills are mailed out once a year (usually July) containing four stubs: August and November of the current year and February and May of the subsequent year.
If your mortgage company or bank has escrowed for your taxes, the original bill will be sent to them and the “advice copy” will be sent to you.
If you DO NOT receive a bill by mid-July please call our office.
If your mailing address changes, and you are still to receive a tax bill, please contact this office in writing advising us where all correspondence should now be sent.
