Garfield Police Department Traffic Division
The Traffic Division of the Garfield Police Department’s objective is to enhance the safe and expeditious movement of traffic throughout the City of Garfield. This is achieved by way of the many avenues in traffic safety, which includes engineering, education, and enforcement. Officers assigned to this division are versed in all aspects of traffic safety, and have completed numerous hours of training in an effort to achieve this objective.
The Traffic Division is currently staffed by three uniformed officers and two civilian employees (who are supplied by the Department of Public Works) for maintenance work.
The three officers are:

The duties and responsibilities of the officers of this Division are very wide spread. Their daily work not only involves their response to routine service related calls, such as everyday traffic complaints, motor vehicle collisions, enforcement of parking zones, alternate side parking, and radar enforcement, they also are the first back-up to the Patrol Division and their everyday Emergency calls.
The Division is also involved in the planning of all major events that occur within the City of Garfield. In the past, they have assisted in the planning and management of such events as: The Memorial Day Parade, Columbus Day Parade, Chamber of Commerce Christmas Parade, 4th of July Fireworks, numerous Fire Dept. events such as parades, wet downs, and funerals, and special dignitary visits from Senators, Governors, and the Vice President of the United States.
In addition, the Division is responsible for overseeing and managing the following:
• Supervision of 48 School Crossing Guards at key pedestrian crossing areas over the entire City and school district. • Monitoring schools for parking violations and safety of our children around the school areas. • Serious injury and fatal motor vehicle collision investigations. • Radar , DWI Enforcement and Seat Belt Enforcement Details • Review of road closures for construction details such as PSE&G, Verizon, and various contractors working within the City. These details are reviewed and off-duty officers are scheduled for traffic direction when needed. • Oversee the repair and proper operation of the 22 traffic signals located throughout the City • Oversee and manage the repair, maintenance, and installation of all traffic signs and traffic line striping. • Conduct traffic surveys and studies for City Engineer. • Review all Motor Vehicle Collision Reports. • Work with and oversee the Resident Sticker Parking Program • Process requests for parking zones.
PLACEMENT OF HANDICAP PARKING ZONES
The Traffic Division also handles the issuance of Handicap Parking Zones when requested by City residents in front of their residence. Procedures for these zones are outlined below.
1. Handicapped party must go to City Clerk’s Office and request a copy of an application. (ONCE COMPLETED APPLICATION MUST BE RETURNED TO CLERK’S OFFICE) 2. Must bring a copy of your NJ State Disability Identification Card. 3. Must bring a copy of your NJ DMV Blue Auto Placard or Mirror Card. 4. All information will be reviewed by the Traffic Division which will include a site evaluation and investigation into the application.
Applicants will then be notified by the City Clerk’s Office as to the results of the investigation. APPLICANT’S SHOULD KEEP IN MIND THAT THIS PROCESS CAN TAKE 2 TO 3 MONTHS FOR APPROVAL AND OR COMPLETION.
In addition, all requests for Parking Zones, Timed Parking, Loading Zones, etc. should be made in writing and submitted to the City Clerk’s Office. These requests will then be forwarded to the Traffic Division for a survey and investigation.
